With regards to the lower, you appear to have hypertrophic orbicularis oculi muscles, particularly on the right. The left is a little more difficult to discern based on a picture alone. The left does appear that it would benefit from surgery to tight the skin, at least.

Regarding your upper eyelids, you have a mild amount of asymmetry, which most people do. Your right upper eyelid shows a little more than your left. This could be due to your left brow being slightly lower than your right. A brow lift or upper blepharoplasty could improve this, if desired.

It is difficult to say based on this photograph but there is certainly some asymmetry in the skin of the upper and lower eyelid which can be corrected with blepharoplasty procedures. The upper eyelid fold on one side may need to be created as in Asian blepharoplasty techniques.
