I've been dealing with water retention on my lower eyelids/cheekbone region since I was a toddler. I don't think it's allergy related, as I've been on medications and I've tried changing my diet as well. I've tried cold and hot therapies, I've tried under eye creams. I've considered that I may have a thyroid issue, or even a blockage in my sinuses which might prevent the lymph fluid from draining properly from under my eyes, but am unsure. What is the best permanent fix for this issue?

You do have a mild asymmery between the two eyes, and this is a result of asymmetry between the two eye sockets (orbit). This a very normal phenomenon. Nobody is perfectly symmetrical. Craniofacial Surgery to try to fix this is a massive undertaking and almost never done for something this...
Based on these photos, lateral canthopexy would be a procedure to consider. In person consultation with a board certified plastic or oculoplastic surgeon is recommended. Good luck.
Contact lens wear can cause ptosis but there are many other causes as well. Best to see an oculoplastic surgeon for evaluation and consideration of eyelid ptosis surgery.
