Buccal fat cannot be transferred to other areas of the face or lips due to the risk of infection. Buccal fat removal exposes the buccal fat to oral bacteria, and therefore contaminates the fat. Fat to be transferred to the face must be sterile to prevent infection

Dear sff3, I would suggest that you have buccal fat removal to reduce the look of "bottom heavy" cheeks and some fat transfer to add volume to the upper malar region to better balance your facial aesthetics. Juvederm in the lips would also add some fullness to your lips and help feminize your features. I do not believe that you need a mini-lift at this time. A consultation and examination would determine the best course of action to provide you with the results you are looking for.
