Use in other places is considered "off-label." There is now literature that supports eyebrow regrowth. We have also seen that clinically in our practice. Sometimes Minoxidil can help. Eyebrow and eyelash loss can be caused by a few different things including alopecia areata, repeated plucking or trauma such as false eyelash use. Other more rare causes include scarring hair loss conditions such as frontal fibrosing alopecia. It's best to see someone who is experienced in the diagnosis and treatment of hair loss as the treatment will depend on the cause. Latisse and PRP are commonly used for age related thinning and can be good adjuncts for some other causes.
Without knowing the cause and if the areas are thin or completely gone it's impossible to recommend you anything to help promote growth in those areas.
You'll want to see a dermatologist to first determine the reason for the eyebrow and lash loss. Depending on the exact cause different treatments would be advised. Alopecia areata, traumatic loss, trichotillomania, frontal fibrosing alopecia, toxin use are all possible diagnoses and the treatments are very very different depnding on which one it is.
Without a picture, I don't know what your problem is; however, there are many causes of loss of eyelashes and eyebrows but without a good examination of you, I can't tell you what I would do without first making a diagnosis
