Need correction on rhinoplasty done in Asia - Would an ENT specialist see me?

Four years ago, I had my first surgery in Asia. It was a cartilage graft but the cartilage was placed far to the left side, causing deviation. I corrected it a year later and everything looks good. However, now I have issues breathing through my right nostril. I cant go back and correct it. Would an ENT specialist see me? Would it also be covered by OHIP?
