Electrolysis is a more dated procedure to reduce facial or body hair. I would recommend laser hair reduction which is a more effective and less painful treatment to reduce hair. A series of treatments are needed about 4-6 weeks apart to produce desired results. I recommend seeking out an experienced laser technician for an in-person consultation to make sure that you are an ideal candidate for this procedure.
Although I'm sure you can receive electrolyis on your penis, but from our perspective, why would you want to? We can't imagine choosing electrolyis for this, as it is known to be very painful, much moreso than laser hair removal. Electrolysis involves using a needle inserted into every single hair follicle. It also requires more treatments. Laser affects an entire block of hair area in each pulse, about the size of a quarter, and is therefore very quick. The results are very effective and can be seen after even just one visit! The longer the hair, the larger the target for the laser and the more heat/pain you feel. Longer hair also reduces the effectiveness of the treatments.
