There are a few conditions which can cause this problem. Blepharochalasis is an inflammatory condition of the eyelids which causes fluctuating swelling and eventually leads to excess skin of the upper eyelids. Dermatochalasis is excess skin of the upper eyelids that happens due to the normal aging process. Steatoblepharon is also another condition that can be the cause of your fullness and this means that excess fat has developed in the upper eyelid again usually associated with aging (although this can be congenital ("with birth")). It appears from your pictures that you would benefit from an upper blepharoplasty to remove the excess tissue weighing on your eyelids.
You look like you have some extra skin and prominent fat pads in the upper eyelid. This is often a genetic condition. It does not appear that you have anything abnormal going on from these pictures. See an oculoplastic surgeon to evaluate your eyelids and determine what would be the best surgery to help you with this.
You might want to consider having your upper eyes done. Not sure why you would have eye swelling. Being seen in person and taking a good history is essential.
From your photo you look like you have extra skin on your upper lids. If you have a tendency to swell it is worse if there is more skin. You could consider having an upper lid blepharoplasty to remove the extra skin. I would recommend seeing an oculoplastic surgeon for an evaluation to help determine why you are swelling and whether you're a candidate for surgery. Hope this helps and best of luck.
