I would like to get some procedures done but everyone I talk to is afraid of being 'put under' although no one knows of anyone actually never waking up/dying. Does this really happen? Is it a common occurance or extremely rare? Seems like a lot of people get a lot of procedures all over the world. Thank you.

Can be achieved as Dr. Kabaker states. If you have dark hair, you can use laser to remove the hair to the shape you like. If you have blonde hair, you would have to consider hair transplants to achieve this.
