Its hard to tell 100% from a picture but any of a chin implant or liposuction would help define the jawline and neck better. When you are young and you remove the fat under the chin your skin is amazing and sucks right back down and sucks down tighter than before! If you are old and remove the fat you end up with just some loose skin so definitely you would benefit from liposuction in tightening the angles of your neck.
