Can you fix flat breasts without implants? Would it be possible to transfer fat from another area to my breasts?

Breast fat transfer would certainly be an option.  You can usually expect no more than 1 cup size increase.

I perform a natural breast augmentation with fat. This can be removed from any unwanted areas including the breast itself as part of my lipo-lift procedure. I perform the fat grafting in multiple planes including under the muscle to give the best, most natural enhancement. Fat grafting is a great solution for someone who wants to bring their breast size up a cup or so and use natural tissue vs an implant. However, it can also be combined with an implant or used as a secondary procedure to fill in areas that are flat or thin. It does not affect mammograms or breast feeding. It can be a little lump or hard at first but tends to soften over time.

Generally speaking, if you have enough fat present elsewhere on your body, you may be a candidate for a fat transfer procedure. You can expect about 1 cup size increase with fat. Do keep in mind that 60% of the fat transferred lasts forever so your surgeon will over-inject initially. Make sure you're working with a board certified plastic surgeon with expertise in this area. Yes, you can consider fat grafting, or fat transfer, from other areas of the body (same idea as a BBL).  I do this frequently, and it's safe.  Issues are that if you need a lift, it doesn't lift, but you said you don't.  Also, about 60% of the fat we transfer survives, so if you need more volume, you might need more than one transfer procedure.  I tell all my patients this.  So, it can still be expensive, but you don't have an implant.  If cost is your only concern, the chance of "rejection" of an implant is very low.  Technically, implants are inert, meaning, your body doesn't really react to the implant shell.  "Rejections" occur when people get an infection, which, in a straightforward augmentation, doesn't happen very often at all.  

Sometimes I do both together - fat transfer and an augmentation with an implant.

Fat grafting can be done to enlarge the size of your breast. How much of a change will depend on your current size and fat availability. I would consult with a board certified plastic surgeon  and discuss your goals. Best of luck.
