Would Diva or Votiva be best to improve sexual sensation, firmness and stress incontinence?

Vaginal lasers and vaginal radiofrequency devices do the same thing - they deliver heat to the vaginal skin to stimulate collagen production and improve blood flow. When these changes happen to women with stress incontinence, it sometimes improves temporarily until the effect wears off. The key word is SOMETIMES. Then, the procedure needs to be repeated. Some devices require a single treatment session to deliver the full effect while others require multiple sessions. There is no way to tell whether either of these devices will do anything for you at all or whether one would be better than the other (I highly doubt this) without trying them for yourself. As for sexual sensation, if you're talking about vaginal tightening, they will have a very brief and very mild effect. As for recurrent UTIs, it will do nothing at all unless the reason for the recurrent UTIs is that you are in the menopause and suffering from thin atrophic skin around the urethra. What would really benefit you the most is a consultation, virtual or live, with an expert gynecologist so that you don't waste your time or money.

Improving the things you desire ( improved sexual sensation; feeling more "firm;" reprieve from mild urinary incontinence ) would best be accomplished by a series of visits to a pelvic floor physical therapist working in-hand with you and a good sexual medicine practitioner. But most people want a quick fix: take a pill, have-a-procedure. The combination of modest, superficial physical changes and classic and effective medical marketing have spawned the industry of so-called "...Vaginal Rejuvenation" is a marketing term, but one willingly accepted by women worldwide seeking better sex. An awesome and deliciously laudable goal to be sure, but one that is more complex than Diva and Votiva combined. Improving quality of life, and improving sexual satisfaction is an achievable goal; I'd suggest looking in the AASECT, or SSTAR, or ISSWSH directories to find a sexual medicine practitioner. This person can work with you personally to set goals and the paths to get to them permanently, not via the (maybe) several months of improvement from an Energy Based Device.
