I know my jawline is not correct. I guess that is a birth defect. I have had braces 2 times and my teeth still move. The last time the orthodontist told me, I need jaw surgery. My face itself is uneven one side is fuller and the other is not full or seems flatter, like I don't have the same amount of fat tissue in the cheeks. I would like to improve my quality of life, which is dismal at this point.

To get a good assessment of your facial asymmetry needs, better pictures for assessment are needed. Straight on non-smiling pictures would be critical. As best as can be determined from these pictures, your chin is deviated to one side and there is cheek asymmetry. But no procedures can be recommended without better picture assessment.

Facial asymmetries such as yours are relatively common.  There are numerous approaches to making things more symmetric, and they may include "jaw surgery", but there is no one technique that is perfect.  Please seek evaluation by a surgeon who is experienced with evaluating and treating such facial asymmetries (the specialty is not as important).  Through the use of facial implants and, possibly, bony osteotomies ("jaw surgery", but most likely limited in nature), one can usually see a significant improvement in the asymmetry.
