Will a chin implant and neck liposuction be sufficient for desired results with my low hyoid bone? (photo)

I’m 32 years old. Absolutely hate that I can’t even look down or smile without a huge double chin. And pictures from the side? Atrocious. I would like to be happier with this area and feel ok with pictures of myself. I had a consultation with a facial plastic surgeon. He advised I could get a chin implant and liposuction of sub mental area. But my hyoid bone is low and will limit my results. Will my result be good without deep neck work involving muscles? That sounds quite invasive.
