It looks to be a benign dermatofibroma, however, an in person evaluation would be necessary to know for sure. I use dermoscopy and the "dimple test" in my office. If I have any doubt, or if the patient is bothered, I remove them. Since a dermatofibroma(DF) is a type of scar, you could replace it with another DF if you remove it.
You will be hard pressed for anyone to diagnose a skin lesion online. I would recommend an in-person evaluation with a dermatologist and if you have already seen one and are not satisfied with their explanation, maybe find another to get a second opinion. Best of luck
