Can Ultherapy remove fat in a controlled manner or should I consider other procedures? Hoping to treat overfilled cheek (photo)

I'm trying to fix a bad fat transfer from about ten years ago that resulted in an overfilled inner cheek that looks puffy and saggy. A doctor suggested Ultherapy to get rid of excess fat, but fat loss seems to be a side effect of the treatment gone wrong. Is it actually possible to remove fat in a controlled manner with Ultherapy? If not, is there any procedure that does so (the doctor also suggested that maybe it's not fat but scarring preventing lymphatic drainage)? Thank you.
