No, infraorbital implants are acceptable, and you can have a rhinoplasty at any time whether or not you have cheek implants in place.
It is actually more common to have patients with infraorbital rim-malar implants come in and request a rhinoplasty to be done, so if you already have them, it is not a disqualification factor at all.
Dilute steroid injections are helpful for reducing puffiness just above the nasal tip. If steroid injections are not helpful, your lower bridge may be a drop too high. Before resorting to dorsal lowering, I think you might benefit from a triamcinolone acetonide injection, I hope this helps....
