2 weeks after the first session bruising disappeared. Now on the second session I developed these and they are still here a week and 4 days later . If it is necrosis can it spread and get bigger? Is there something I can to now to improve any scarring ? They look like burns to me.

Typically the sclerosing agents will cause an inflammatory response resulting in scarring of the dilated veins and their eventual collapse. This process may take several days to weeks depending on the agent used. Repeat treatments may often be needed.
I don't see any contraindication to getting a tattoo to camouflage the brown areas. These appear to be staining from your prior procedure. It would be prudent to see a vein specialist to look at your leg before tattooing to ensure that all is ok with your venous circulation.
