Laser Geneis is a great procedure -- it improves skin tone and texture without any down time, but it is not something that I would use on the eyes. Botox and/or fillers would probably be your best bet for improving this area non-surgically.

Any laser treatment, including Laser Genesis, can cause hair loss. However, Laser Genesis should not have been used close to your brow. With time, hopefully, the hair on your brow will return to normal. In the meantime, Latisse could possibly help.
