I have lost over thirty pounds last year but not in my boobs i feel they are too big and i feel embarrassed i am 18 ,32 under bust and 37-38 bust i just hate them and want them smaller even though some people think they are fine

You would need to be examined by a board-certified plastic surgeon to see whether not this operation is beneficial to you and to look at the range of results as well as your final outcome of surgery.
