I believe the sagging skin is related to volume loss and not related to actual sagging skin. I would recommend some fillers to help restore volume particularly underneath the eyes (tear troughs), cheek area, and the laugh lines (Nasolabial folds). I would recommend using Restylane for the eyes and cheeks and Juvederm Ultra for the laugh lines. The end result is that the face should look lifted. Please be sure to go an experienced and skilled injector who is well versed in all types of fillers and areas.
Usually when I see a younger patient with sagging, it's usually because of weight loss or because they are underweight and so they don't have much fat in the compartments of the face. This can easily be corrected using a volumizing filler such as Juvederm Voluma, Restylane Lyft, Sculptra, or Radiesse. My preferred fillers for this are Voluma or Sculptra. In your case, based on the photo you have provided, I would probably use Voluma in the midface and Juvederm UltraPlus around the mouth. I recommend you see an experienced injector to come up with a treatment plan.
I think you would be a great candidate for filler injection into the nasolabial folds; Juvederm or Restalyne would work nicely. Fat grafting is another option that is permanent, though some of the transferred fat may not survive long-term, thereby requiring additional volume augmentation. It is...
