What you’re describing and the picture shows smile-induced infraorbital bulging, which is very common and is a result of muscle movement of the circular muscle around the eyes rather than true fat herniation, which would be at rest not just while smiling. When you smile, this muscle contracts and gently pushes tissue forward, creating that “bulge".
