1 year post-op FUE transplant. Would you consider this a failed procedure? (Photo)

I had an FUE transplant well over a year ago, and these are my results. The surgeon maintains that the surgery was a success, and that nothing more could have been done. However, I am extremely disappointed in the result (I see more scalp underneath than hair), so I am at a loss on what to do...I see this as a failed procedure and am extremely saddened.
