If you stop scratching, then the scalp can heal and hair will regrow. It takes 12-18 months for full hair growth from hair transplant surgery. The itchiness maybe due to ingrown hair or newly sprout hair? Its best not scratch. You may apply antibiotic ointment onto the itchy area to help calm the skin down and may prevent folliculitis which can be detrimental to your hair. You can buy Bacitracin or Neosporin ointment over the counter. Your doctor can prescribe other stronger antibiotic ointment as well.
