Would CO2 laser for darkness under eyes caused by lack of sleep be permanent for a young person?

I am a 27 year old male with darkness and sleep lines under my eyes caused by years of bad sleeping habits. I’ve recently fixed my sleep schedule but I don’t see this problem getting better any time soon. I hear that CO2 laser isn’t permanent. I understand that it doesn’t stop the aging process but what if your problem wasn’t caused by aging? Would it then be permanent and bring your appearance back to normal if the problem isn’t something caused by genetics or aging? Thanks in advance.
