How can I remove these hyperpigmented (2nd degree) burn scars after laser hair removal? (photo)

I went to a laser hair removal treatment on a June 23 and received 2nd degree burns from that treatment. After months of applying aloe vera and vitamin E to the wounds, I now have scarring on my stomach and bikini area. It is very unslightly and I've tried to use Mederma PM and what I was told was 8% hydroquinone cream to fade the scars with little result. I hope to confidently wear a bikini in the future, but I'm not hopeful.
