Nose picking should not make your nose bigger unless infection developer secondary to scratched wound from your nail. However, nose picking habit should be avoided as millions of bacteria may be introduced to your nose each time you pick it constatntly.

If you were late to grow your nose may continue to develop until your early twenties. You still may or may not choose rhinoplasty, however given your late growth spurt there is no harm in giving things more time.
