About 25 yrs ago a urologist removed a lesion from the shaft of my penis by burning it off. It left discoloration and scarring

You have residual hypopignentation of the penile shaft.  Treatment with the eximer laser should repigment the area. Several sessions are needed. Additionally, if you want to smooth out the skin, Fractional CO2 is recommended. Find a scar expert with experience in genital lesions.
