After 3 sessions of Dysport my fine lines are still present but movement is gone, would hydrator filler help? (photos)

I have had dysport now three times every 4 months. Last treatment was June 17th so three weeks ago. The fine lines on my upper right side of my forehead are still there now after three treatments. My provider now says maybe injecting a "hydrator filler" on the area might solve this but i wanted to ask for opinions here as well. I have never heard of such treatment on the forehead for fine lines. Also i wonder why Dysport has not helped for this area. Movement does go away but not the lines.
