Thank you for your questions. Not sure what the photos are showing. Adding volume to the cheek to support the lower lid can be helpful and can be done with either fillers or fat transfer. However, this does not change the eyelid position or "push up" the eyelid. For that you may be looking at more invasive surgical options. Filler injection to push the lower eyelids are not ideal with definitely limitations. Lower eyelid retraction surgery is an alternative option. Best to see an expert for evaluation.
What your photos show is a mild ectropion. This can result from lower eyelid surgery or aging, so I am not sure why you are having this issue, but you may want to ask your Opthamologist, who can obtain a history and examine you and perhaps explain it.Threads very carefully placed by a highly experienced dermatologist or plastic surgeon could be used to pull the eyelid laterally. I am not exactly sure what you mean by lifting up the eyelids. Fillers can be used to lift and volumize the cheeks and tear troughs to smooth out hollows under the eye and soften the eye area. Skin tightening with laser, microneedling, microneedling with RF and PRP are also options to tighten the under eye area. You should consult with an experienced provider who can address your concerns and best advise you.
Fillers will help with volume loss and tear trough deformity. However, I do not think it a good treatment option for "pushing up" and eyelid.
