Those are a variant of epicanthal folds, a minor form of them. They potentially can be corrected. One method that comes to mind is something called a "running man plasty." There are others too. Most if not all would create scars. That fact needs to be weighed against the benefit of the correction.
From the photos these look like what are called epicanthal folds. While these can usually be improved through surgery, it does involve leaving scars which, while usually hardly visible, may be visible. As always, it is a balance of risk/reward.
