I had LHR done on other parts of my face - which wasn't permanent - and they would touch my eyebrow area - is there any method that can be used for the eyebrows for permanent hair removal?

Some people like to use a laser for hair removal on the face, especially when they are doing other areas of the body. However, Laser Hair Removal will never get rid of 100% of the hair; it is a permanent hair reduction and you should be wary of anyone promising otherwise. The permanent reduction should be in the range of 80% to 90%.
One of the best options for the eyebrows is electrolysis. it targets individual hairs, for a precise treatment and works relatively fast. How fast depends on your hair, its growth pattern/timeline and your commitment. if you go for your treatments when the hair is already dead, you are wasting your money (might as well tweeze).
In any case, it should first be determined if you are a good candidate for any treatment. Schedule a consultation to find out and make sure you trust the person who will shape your brows. Try not to take off too much! You cannot 'edit, undo'. Answer: Electrolysis Recommended
For permanent hair removal of the eyebrows, I generally recomend electrolysis. We have used laser hair removal for the "unibrow" area, but it is not advised on other areas of teh eyebrow due to the potential risks involved.
