If you do not have a history of melasma, you have a high chance of tolerating the fraxel. I have treated many women with fraxel that have been on birth control without any incident of melasma. I find that melasma is unpredictable, and taking a birth control pill may theoretically increase your risk overall for melasma, but it may still be work you getting a fraxel treatment if your scarring warrants improvement. This is only a risk if you have melasma. It can actually be used to treat melasma too, if you lower the settings. So, without melasma, PIH is still a risk but not any different if you are taking the pill or not.
I would use caution here. Hyper-pigmentation with laser therapy is always an issue of concern. Many factors such as sun exposure, skin type, hormone imbalance, and hormone (drug) therapy all can increase the risk of hyper-pigmentation. I have seen hyper-pigmentation problems is young women using contraceptive pills during laser therapy and now make it a rule to avoid laser until the patient is off contraception pills
