As a dentist, I would not. Professional whitening like ZOOM! and others have been tested to be safe for your teeth and gums when performed properly and thus give predictable results. Over the counter whiteners have to take into the account of possible misuse of the ingredients/medication and safeguard the general public from self inflicted accidents....when possible.Certain charcoals or ashes can be very caustic to the skin, so sourcing these products is very important.Older remedies utilizing baking soda can be safer and somewhat effective but I would consult a dentist prior to any home made chemistry whitening experiments.... be very careful, you do not want to create more problems that could cost you more than just having stained teeth issues!
The only way that I have found to whiten teeth reliably is with carbamide peroxide. I would be skeptical of any whitening benefit from charcoal.
