Can this scar be flattened/improved?

I received some kind of injection when I was a baby and the needle broke. As a consequence, I ended up with a round dark scar. When I was around 17 years old a surgeon removed the round dark scar and made it horizontned as you can see in the photo. Can this be improved by releasing the scar tissue and filling the dent with fat or fillers? I need to find a surgeon who can help me. I've seen 2 surgeons but only one recommended me to re open de scar.
