Did I need crowns instead of veneers? (photos)

Had braces to correct an overbite, my teeth are pointing inwards at the bottom, slanted to one side and one side the teeth are higher on the other lower. Venners were promised to fix it but the dr just superposed them instead of doing any other work. Can gum countering raise the teeth on one side to make it look even with face? Can it also be done at the bottom to lower the teeth (they cannot be raised on the lower part due to lack of space) Can the midline be shifted? Were crowns a beter choic
