Am I a candidate for hairline lowering surgery if I’ve had episodes of hair loss due to stressful events?

There has been 3 times in my life where I experienced major hair loss due to stress (such as moving to a different country or a family member passing). Does that history of hair loss make me ineligible for forehead reduction surgery? Since it’s very unlikely that I’ll experience serious events often, can I still get surgery?
