I am a 23 year old woman and I have a forehead that sticks out, sort of in a similar way to how a baby’s does. I’m not sure if it’s called frontal bossing as my brow isn’t prominent but more where my hairline is. I don’t want hairline lowering surgery as this isn’t the concern, it’s the bulging of my forehead that I don’t like about my side profile, and makes it difficult to find a hairstyle that’s right for me. What can I do and what’s the cost?

Just wait on the browlift. I have done more of these than perhaps any practicing surgeon. Do the browlift at the same time as the forehead reduction. It's the same incision, more or less, but subtle changes make a big difference. Don't have it done twice.

Based on your pictures I believe you are fearing to a high crown/upper back of your skull. That can be safely reduced. Such skull reduction surgery does not have any impact on brain function.
