What are my treatment options to help remove the excess swelling and scar tissue on my lower eyebrow bone and forehead?

I was hit by a car a year and a half ago and had excessive scraping above my right eyebrow and under my eyebrow on my eyebrow bone. I do not have excessive skin scaring or hyper-pigmentation, but I do have persistent puffiness on my eyelid and under my eyebrow as well as hard spots of excess collagen and scar tissue. I have massaged it but that hasn't helped much. Would laser or steroid treatment help? Could I use fillers on the left side to even them out?
