I've been getting my seroma drained twice a month for a year after my BBL. What are my options? (photo)

From the photograph, it looks like you have a seroma of the lower thigh rather than the buttock area which is quite an unusual place to develop a seroma after this operation. Having drainage for a year is a very long time. There are some other options for seroma recurrence such as sclerotherapy of the lumen of the seroma sack.

if your seroma is one year old, then there is a capsule and aspiration will only remove the fluid and the capsule will remain. The only permanent solution is to remove the capsule. If you are considering a treatment, I would suggest you to consult a board-certified plastic surgeon. Only after a thorough examination you will get more information and recommendations.

If your provider is a board-certified plastic surgeon then here she should know how to manage this. 
 Seromas can be treated by aspiration or draining when they're less than a month old. After that they get encapsulated and are not treatable  definitively by draining.
 Once the capsule has been formed the capsule needs to be removed through open surgery. Unfortunately this will leave a somewhat significant scar. 
 It's unfortunate this was not treated more aggressively early on. In the few cases in my practice that I've had patients develop seromas  I typically drain them daily until they're gone. 
 If you don't feel your doctor can handle this then consider getting a second opinion. 
 Technically this is a medical condition ( not cosmetic )and is  something that could be covered as an insurance-based medical procedure.
 That said, insurance reimbursement will only pay a small fraction of what most plastic surgeons would charge as cash procedures.
