Minoxidil was originally developed as a high blood pressure medication which was not reliable for controlling blood pressure as other medications out there at the time. People who took the drug orally noticed they grew facial hair and even scalp hair along with hair in other parts of their body so they developed a topical minoxidil for local hair growth. Minoxidil however, can be absorbed through the skin  and cause a drop in blood pressure, including other things when it is absorbed  but impacting your cholesterol is not one of them
