In your case either one could be an option. The final decision would be based on how much space is left before or after the tooth is gone. Most likely this tooth would be pulled but moving it back into place also has some benefits. A thorough exam with a dentist or orthodontist would be able to measure the spaces and be able to tell you which is best. 

The reason your tooth is completely crowded out of your dental arch is because your dental arch is extremely underdeveloped. This underdevelopment of the dental arch not only doesn't allow your tooth to be properly aligned but it can also cause obstruction of your airway. I would not recommend extracting the tooth but would enlarge your dental arch with a simple, removable dental appliance. Once your dental arch is properly developed you can then move the tooth into proper alignment. Benefits: broader smile, healthier airway, retain an healthy tooth.Good luck!
