I'm going to be turning 21 about a month before my course is finished... so I'm going to have a lot of pressure to get really drunk. My friends and I are planning a Las Vegas trip when I'm DONE with the course of treatment... but when can I start drinking after my last pill? When I say drink, I mean get OBLITERATED.

Two factors that greatly affect melasma are hormones and sun exposure. While it's true that Accutane does make you more sun sensitive, this photosensitivity only lasts a couple of months after finishing the course of Accutane.
Also, melasma on the neck is pretty rare. However...
There have been several studies that show the incidence of depression and suicide in patients with acne who take Accutane is not higher than the incidence of depression and suicide in acne patient who NEVER took Accutane. In fact, many report depression improves when their acne gets better....
I always recommend you discuss these types of issues with your treating dermatologist, but in general, this low dose of Accutane should make gentle exfoliation with salicylic acid safe.
