I’m a 23 year old woman and as a child i had my umbilical hernia fixed but was still left with a pretty noticable outie. It didn’t protrude past my stomach but lately it pops out when I flex my abs a certain way. When I do so, my navel protrudes about 1/1,5 cm. When i cough or sneeze nothing seems to happen to it. Could it still be a hernia?

The simple answer is yes you can convert to an outie. This can be done surgically or non-surgically. If you are considering an outie, I would suggest a filler in the first instance - this will give you a temporary effect and show you how it would most likely appear...
It's difficult to predict how much of this puckering will resolve. However, at three days you would expect to see a significant improvement over a period of weeks to months.
At the 3 month mark I think is good time to discuss options and then timing you should sort out with your physician. It's not an easy problem but there should be something that can be done without adding too many additional scars. Best Wishes!!
