The SMAS is as thin layer of tissue just superficial to the facial muscles. This is often manipulated during a facelift. Some of it can be cut off and used in the lip as a filler. I have done it a few times, and it works very nicely.

SMAS (superficial musculoaponeurotic system) is a deeper layer of the face which lays between the skin and the facial muscles. It is commonly elevated in certain types of facelifts and provides support for the facelift elevation. SMAS excess can removed in facelift techniques and this excess can be utilized for grafts. It does contain fat along with fibrous tissue and collagen, and can be shaped and inserted in the lips. It does provide long lasting fill, but is limited in amount and of course is only offered as part of a sub-SMAS facelift.

Some surgeons resect the excess SMAS and then use it to augment the lip. It is composed of a dense fibrous material that envelopes the superficial facial muscles responsible for expression. It is an excellent material to augment the lips because it is composed of your own tissues. However, it is difficult to predict how long it will last.
