Implant massage and bands are proven ineffective at prevention or treatment of abnormal scarring (capsular contracture), nor are they necessary for normal healing. Photos and word descriptions are insufficient in making a diagnosis of your problem, and only in person examination will help you. I recommend seeing another highly qualified plastic surgeon.

You are only 3 months post revision surgery. It takes up to a year for the breasts to settle into their final position. I agree, continued massage and using the bands would be best at this time. Please be patient, this is a long slow process. Also, realize that perfect symmetry is unattainable.

I would suggest trying oral Accolate and external ultrasound treatments to see if the implant will settle. Otherwise, you may need surgery.

Based on your two nicely posted, photos one following the first surgery and the second following the second surgery the breast asymmetry has not been corrected especially with the inferior pole not being released on the smaller side. You will need a third surgery with a much larger implant on the smaller breast size and release of inferior pole best to do in person or virtual consultation with.
