you can use a hair conditioner with procapil while you are using rogaine . İt will not be a problem at all.
Leave-in conditioner will not hurt the use of Rogaine. Procapil should probably not be used simultaneously with Rogaine as it will dilute it. However using many therapies at once to get the maximum benefit for your hair is actually a good thing. All the studies show that using several therapies simultaneously will help hair more than any single therapy alone.

I don't see Tretinoin improving this condition, nor will Minoxidil make a substantial difference. Yes, fine baby hairs, but not much more. You'll need to limit the tension/traction. Hair Restoration may also be a solution.
There are several medications which may help slow down your hair loss. Minoxidil is probably not one of them however as I have rarely seen great results with it.
