It doesn't appear that you have significant eyebags. The extra skin can be removed with a skin pinch blepharoplasty. Simultaneously fat can be grafted to your lower eyes but I prefer fat from the abdomen.

I don't recommend this. Buccal fat is a different kind of fat than what I would want to use under the eyes. There are lots of other places to get better materials.

It is impossible to give you good advice based on these photos. Very likely that combination of transconjuctival lower blepharoplasty and periorbital fat grafting should be considered.
