Plastic surgery scars require attention after surgery so that they remain cosmetically-appealing and barely noticeable. Lacerations of the red part of the lip typically heal very nicely.  I suspect that because of the circumstances of the injury, it was difficult to line things up properly at the time you got hurt.  This lip looks like the kind of thing most of us on this site could revise fairly readily.  Don't bother with lasers or lesser techniques, you need a revision.  It will take just a few minutes under local anesthesia.Good Luck!

It is difficult to tell by your picture alone whether this is a scar or possibly a mucocele of the lip.  I suggest seeing a board-certified Dermatologist, Plastic Surgeon, or ENT/Plastics physician for evaluation and management options.  Based on what I can see in the picture, I think this will require surgical removal and stitches.
