Unfortunately the scar tissue usually replaces the hair follicles so there most likely won't be hair growing back in the area. Replacing the follicles with a transplant can camoflage the scar tissue in the area where the eyebrow previous was and restore symmetry to the face. The angles of the grafts are critical for a natural result so its important to find a surgeon experienced with this specialized type of transplant.
The scar area in the eyebrow will likely not support hair growth. Hair transplantation may be an option, but I would wait a minimum of 6 months following the injury to allow for proper wound healing and contraction before doing so. I have performed successful hair transplantation to reestablish the eyebrow and conceal the scar on multiple patients with similar presentations.
They can come back but many will be missing. There are several ways to disguise the area so it isn't as noticeable if you want.
