I need to have my breast implants removed and my surgeon told me I will have sagging "flaps" or empty excess skin hanging down but can't he somehow remove the excess skin? What happens to the "male" chest after implants are removed?

You would need to see your GP and get your GP to refer you for removal. Only your GP will be able to advise you as he/she would be the one funding the op through their CCG.
Sometimes enbloc removal can take 45 minutes and sometimes it can take 2 hours. All depends also on whether you are having any other combinations / lifts / fat transfer etc and it can taken even longer in this scenario. It would be better to concentrate on what your PS can achieve and get...
